Strategic Plan



The Genesee District Library (GDL) is a 19-branch system that serves Genesee County residents (with the exception of the City of Flint) and the residents of Livingston County’s Tyrone and Deerfield Township. This is accomplished by partnerships with local communities, which provide buildings to house the 84.4 full time equivalent employees (FTEs) and the services they provide. It is the intent of this plan to provide a guide that identifies specific goals as well as overall themes of improvement.


To be a community destination for traditional and modern resources, which empower and enrich the communities we serve.


We will provide our local communities with access to up-to-date informational, entertaining, educational, and culturally enriching resources, while maintaining a high standard of fiscal responsibility.

Our Process

Our process to develop a Strategic Plan is inclusive and thorough. This process includes input from the following sources:

  • Staff meetings
  • Administrative Team meetings
  • Public, Staff and Municipal Partner Surveys
  • GDL Board input

The Plan

Create Young Readers

Reading is fundamental to functioning in society. It plays a vital role in mind development. Therefore, it is imperative that children be exposed to reading early and often. The library will be dedicated to creating young readers by completing the following:

Engaging partners

Every year, we will seek out three new opportunities to partner with schools, other libraries and organizations who share our commitment to children’s success.


Each year the library will develop six new resources to help parents and teachers get and keep young children engaged in reading.

The library will allocate a minimum of 8% of its print materials budget, each year, to purchase reading materials that will interest and engage children.


Each year the library will review early reader programs, determine the effectiveness and establish a rating for each program.

The library will place an emphasis on resources for programs that rank higher than others.

The library will plan, at a minimum, 200 programs each year that promote reading skills in children.

Support Lifelong Learning

Lifelong learning is a deliberate and voluntary act. It enhances an individual’s understanding of the world and provides them opportunities to improve their quality of life, including but not limited to; self-improvement, financial literacy, digital literacy, artistic expression and genealogy. The library will support lifelong learning in our communities by completing the following:

Connecting patrons to a world of new experiences

The library will plan at a minimum, 200 programs each year that target learning in adults of all ages.

The library will allocate 35% of our print materials budget each year to purchase resources that lifelong learners can use to learn new skills and/or improve their knowledge.

The library will provide at a minimum, 300 computers each year with modern software and internet connection, to walk-in members of the public.

The library will provide Wi-Fi access with download speeds of 2 Mbps and upload speeds of 2 Mbps.

Digital Librarian

The library will create and fund a dedicated Digital Librarian to provide enhanced services and learning opportunities for patrons and staff by 2019.

Empowering staff

In addition to a tuition reimbursement program, the library will empower staff to become lifelong learners themselves by encouraging and supporting staff efforts to improve their skills.

The library will send one staff member to the Michigan Library Association’s Leadership Academy each year it is offered.

The library will create a structured approach to library skill competency training and begin classes by September 1, 2017.

Cultivate Cultural Enrichment

Cultural enrichment is the idea that free social, intellectual, and artistic expression can benefit a community by exposing that community to new ideas and experiences. The library will cultivate cultural enrichment by completing the following:


The library will provide three programs each year that expose our communities to new social and/or intellectual ideas.


The library will establish purchasing procedures for materials that expose the community to ideas, literature and art that may otherwise be considered outside of the American experience.

Connect Residents to Community Resources

The world can be a complex place that is difficult to navigate at times. The library assists our residents by developing, promoting and maintaining access to community resources.

The library will provide a list of local, state and national organizations, whose purpose is to assist our patrons, by December 31, 2017.

The library will reinvigorate the Talking Book Center services by focusing on training and promotion.

  • The Branch Operations Manager will complete the National Library Service Orientation by December 31, 2017.
  • Talking Book Center services will be featured in a minimum of two programs in 2017.
  • The Talking Book Center will be included in all program guides each year.
  • Talking Book Center procedures will be documented by June 1, 2017.
  • Talking Book Center procedures will be reviewed annually.

The library will feature at least three programs that feature organizations that provide services to our patrons.        

Practice Fiscal Responsibility

Fiscal responsibility is essential to create a better, stronger and stable library for future generations. It is important that the library plan and implement budgets that account for public services, short and long-term liabilities, and reserves for unforeseen hardships. The library will prepare conservative annual budgets that maximize savings opportunities and minimize expenditures.
